For that reason, this research aims to produce potential students who are balanced in intellectual, spiritual, emotion and physical (ISEP) in accordance with the National Education Philosophy (NEP) and to inculcate al-quran as a source of knowledge in line with the Islamic Philosophy of Education (IPE).It explores the practice of quran teaching among Islamic Education teachers majoring in Special Education based on elements such as teacher readiness, teaching implementation, appropriateness of the classroom and issues at Special Education Primary Schools (SEPS) for the Visually Impaired. This qualitative research is designed for case study purpose.Data is collected via semi-structured interviews, teaching observations and analysis of documents which are further analysed using N’Vivo 8.0 Softwere.Selection of participants for this research is based on purposive-sampling and there are eight of them who are teachers from Special Education Primary Schools (SEPS) for the Visually Impaired in Peninsula Malaysia.Research findings portray that there are factors encouraging the effectiveness of Quran teaching to the students with visual impairment, among them self-motivation, encouragement from the school administrators, cooleagues, environment and others.However, research participants shared that there are still issues revolving effective teaching and learning of the Quran.Among others, the teachers are under-trained in using Braille Quran, time constraint, parental commitment and personal issues regarding the different ability of the students.The research has developed a guideline based on teacher preparation, effective teaching as well as appropriateness of the classroom.In summary, it is found that the Islamic Education teachers have a clear understanding pertaining to the aspects in discussion.The research develops several model implications and studies the framework implementation.
