It also aims to explore the challenges faced by the various elements involved in the teaching and learning of Arabic in the institutions of teaching Arabic to non-Arabic speakers in the Sultanate of Oman. Moreover, it aims to explore the challenges faced by the various elements involved in the teaching and learning of Arabic in the institutions of teaching Arabic to non-Arabic speakers in the Sultanate of Oman, and looking for solutions to overcome the difficulties. Next, it aims to find out the extent to which these institutions match the quality of educational service and the investment return aspect from the point of view of the administrators in service. To achieve the objectives of the study, the researcher followed the descriptive analytical method, and designed a questionnaire to measure the general satisfaction index for administrators, teachers and students on the experiment. The questionnaire consists of three axes: the administrative and technical axis, the axis of teaching methods and the axis of teaching aids. In addition, a personal interview of a random sample of these three categories. The validity of the study was confirmed using the Cronbach Alpha correlation coefficient, Pearson correlation coefficients and midterm fragmentation. The study sample consisted of 98 principals, teachers and students from five institutions. To address the data statistically, the Statistical Packages Program (SPSS) was applied. The study found that the field of teaching the Arabic language of the non-native speakers in Oman is relatively recent. Therefore, there are challenges such as: lack of technical supervision of these institutions, the available curricula are weak and do not respond to the needs of the students. Furthermore, the teachers of these institutions are not specialized in the field of teaching Arabic to non-Arabic speakers. The majority of them may be specialists in the field of educating speakers. Most of these institutions suffer from financial challenges and therefore offer other programs besides the Arabic language program for non-Arabic speakers.
